Water Quality and Permitting Specialist

Jill Sunahara is an experienced project manager with over 10 years experience who specializes in water and sediment quality, environmental permitting, water resources management, and CEQA compliance.  She has particular expertise in using these skills to develop Best Management Practices (BMPs), watershed management plans, and mitigation approaches that satisfy water quality permitting requirements.  Jill has managed many projects through the entire CEQA process.  Prior to joining Horizon, Jill was a project manager at Jones & Stokes leading watershed, water resource, and environmental compliance projects.  Previous to Jones & Stokes, Jill worked at the North Coast Regional Water Quality Control Board as an Environmental Scientist.  While there, Jill conducted watershed and water quality assessments and co-managed the region’s water quality monitoring program.  Jill graduated from U.C. Berkeley majoring in Earth Science, with an emphasis on hydrology.
