Environmental Planner and CEQA/Permitting Specialist

Ryan Jolley is an experienced environmental planner and analyst who specializes in water resources management, environmental permitting and CEQA compliance.  Ryan excels at successfully guiding projects through the regulatory process.  He has expertise in permitting comprehensive water system capital improvement programs, as well as individual infrastructure projects.  For CEQA documents and other investigations, Ryan is skilled at analyzing baseline conditions and potential environmental impacts to hydrologic, groundwater, water quality, geomorphic, and geologic resources.  He is also experienced in evaluating potential impacts to wetlands and aquatic habitats, socioeconomic conditions, growth inducement and environmental justice.  Ryan’s technical skills also include GIS, spatial analysis, and statistical evaluation.  Prior to joining Horizon, Ryan was an environmental analyst with the City of Santa Cruz Water Department where he managed CEQA compliance and environmental permitting for the City’s water system.  Before that, Ryan was an associate at Analytical Environmental Services where he specialized in CEQA documents for water rights and erosion control plans.  Ryan received a master’s degree from University of Sydney in 2005 majoring in Environmental Science, with an emphasis in hydrologic processes and managing freshwater and marine aquatic environments.
