Sandy Devoto
Environmental Planner and Biologist
Sandy Devoto is a biologist and experienced technical author who specializes in writing environmental compliance documents. She is skilled at developing comprehensive CEQA and NEPA reports including leading the analyses for biology, geology, land use, transportation, housing, and population topics. Sandy is also experienced in conducting stream, wetland, and riparian assessments. She is trained in the USACE protocol for delineating jurisdictional wetlands and has conducted wetland studies in the Bay Area and North Coast regions. Sandy also has experience in addressing Environmental Justice issues and developing project alternatives to incorporate these requirements. Prior to joining Horizon, Sandy was a project coordinator at Jones & Stokes leading local transportation and government environmental compliance projects. Sandy graduated from U.C. Davis in 2004 majoring in Wildlife, Fisheries, Conservation and Biology. While in school, Sandy was employed at the University’s Center for Biostabilization Laboratory where she co-authored a scientific study documenting the discovery of a bleeding disorder unique to thoroughbred horses.
