Michael Stevenson is a founding Principal of Horizon Water and Environment.  Michael has over 15 years of experience in CEQA/NEPA, permitting, and water quality evaluation for water resources and restoration projects.  He is a recognized expert in CEQA and in particular, leading California statewide legally contentious CEQA cases.  Michael is an exceptional program and project manager who consistently keeps highly complicated projects on schedule and within budget.  In addition to his CEQA skills, Michael is adept at using his technical background in water quality, wetlands, and ecology to develop successful permitting applications with federal and state regulatory agencies.  He is an expert in the provisions and requirements of the federal Clean Water Act (CWA), State of California Porter-Cologne Water Quality Control Act, and federal and state Endangered Species Act requirements.  One of Michael’s specialties is using his communication skills to lead public meetings.  He has effectively led many CEQA scoping sessions, public meetings, and hearings across the state, often in highly contentious settings.  Michael has excellent written and verbal communication skills and this supports the high quality of his written documents and the meetings he leads.  Prior to founding Horizon with partner Ken Schwarz, Michael was a Project Director at Jones & Stokes and a Senior Associate at Environmental Science Associates where he managed large water resource and environmental compliance projects.
