Horizon was hired by the Association of Bay Area Governments (ABAG) and San Francisco Estuary Program (SFEP) to prepare grant applications to the California Department of Water Resources (DWR) Integrated Regional Water Management (IRWM) Program. Horizon succcessfully developed three rounds of grant applications to DWR that were awarded, resulting in $93 million provided to fund more than 40 Bay Area water resources projects. The grant supported projects that have water supply, water quality, flood protection, and habitat enhancement components.

Horizon led all aspects of the grant writing and application process, which was complex and included an economic analysis and modeling to estimate project benefits. In each grant application, Horizon met a demanding schedule, collected information from a vast array of project proponents, and wrote a highly effective grant application package. Horizon’s high level of communication, organization, and technical experience resulted in successful completion of this effort. Follow-up grant scoring from DWR showed that Horizon’s applications were some of the best in the state.

Since 2015, Horizon has been providing follow-up grant adminitrative services to SFEP which has included preparing quarterly reports and invoices and project competion reports from the Bay’s grant projects to DWR.
