The Stanislaus Regional Water Authority (SRWA) was formed to support development of the Regional Surface Water Supply Project (RSWSP), which would diversify water sources for the Cities of Turlock and Ceres by treating surface water from the Tuolumne River, purchased from Turlock Irrigation District (TID), for potable uses.

Horizon has supported SRWA in CEQA compliance  for the RSWSP since the project’s conceptual development. This included preparing an IS/MND for testing of an existing infiltration gallery on the Tuolumne River to assess its effectiveness for use as a diversion facility. Horizon then prepared an EIR to evaluate use of the existing infiltration gallery and construction of a wet well, pump station, raw water pipeline, water treatment plant, treated water pipelines, and storage tanks.

Horizon worked closely with SRWA and West Yost Associates to ensure that environmental constraints were fully considered during the project planning process, including appropriate strategies for working with the regulatory agencies on topics such as development of a diversion facility, testing and connection of the infiltration gallery, and a number of other topics. The EIR was successfully certified in August 2018. Horizon is also supporting SRWA with regulatory permitting needs and compliance throughout design and construction.
