Wastewater Master Plan EIR

Horizon is preparing the City of Modesto Wastewater Master Plan EIR, a combined project- and program-level EIR, that evaluates the City’s proposed upgrades to its wastewater treatment and collection system facilities planned for implementation over a 25-year period. The purpose of the Master Plan is to address existing collection and wastewater treatment system deficiencies and to provide sewer and wastewater treatment for anticipated growth areas in Modesto. Proposed improvements include replacement or construction of new sewer trunk lines, lift stations, sewer line rehabilitation, and removal of storm drain cross connections. Other improvements include upgrades to the City’s Sutter and Jennings wastewater treatment plants, including relocating the City’s solids and primary treatment facilities to the Jennings Treatment Plant. Horizon is working closely with the City’s Public Works Department and its engineering consultant (Carollo) to ensure the EIR is complete and legally defensible, and can be used by the City to approve the Wastewater Collection System Master Plan and Wastewater Treatment Master Plan.

Water Master Plan EIR

Horizon is also preparing the City of Modesto Water Master Plan EIR that analyzes upgrades or installation of new water infrastructure components to alleviate existing deficiencies and accommodate water service demands associated with future development in Modesto. Proposed improvements include new and replacement storage tanks, emergency generators, pumps, booster pump stations, pipelines, wells, and wellhead treatment systems. Horizon is preparing this EIR with support and input from the City’s Public Works Department and its engineering consultant (West Yost Associates) to ensure the EIR can be used by the City to approve the Water Master Plan.
