Horizon Water and Environment (Horizon) provides complete environmental compliance and permitting services to our clients.  We specialize in developing comprehensive and legally defensible CEQA/NEPA documents for complex and challenging projects.  Our resource assessments are founded on the best available information and scientific process.  Horizon environmental documents are precise, clearly written, and well organized.  We pride ourselves on having our documents be accessible to the public readership, while also being accurate and precise enough to stand up in court.  We have provided CEQA analysis and compliance to support court ordered actions, local planning processes, and on-the-ground facilities.  We have extensive experience with the full range of compliance documents including Initial Studies, Mitigated Negative Declarations, Environmental Impact Reports (EIRs), Programmatic EIRs, Supplemental EIRs, as well as combined CEQA/NEPA documents.

Our permitting experience is similarly founded on a rigorous scientific understanding of affected resources, expertise with environmental regulations, and a successful history of working with regulatory agency staff.  We provide permitting support for the Endangered Species Act, Clean Water Act, and the full range of other federal, state and local regulatory requirements. Our staff includes professional wetland scientists who are trained in conducting USACE protocol wetlands evaluations and delineations.  We can prepare all necessary regulatory applications and documents, effectively negotiate with regulatory agencies, and achieve all permit approvals necessary for projects.
