Horizon led development of the Statewide Pest Prevention and Management Program EIR for the California Department of Food and Agriculture, which was recently recognized by the California Association of Environmental Professionals as an Outstanding Environmental Document and by the National Association of Environmental Professionals with a 2016 Environmental Excellence Award.

Horizon specializes in providing high-quality, objective, and professional environmental consulting services to public agencies on regulation and policy development. Our staff has extensive and relevant experience completing legally defensible documents in compliance with the California Environmental Quality Act (CEQA) for complex, controversial, multi-objective, multi-stakeholder projects and programs involving development and adoption of regulations. For the California Department of Fish and Game and State Water Resources Control Board, we developed updated suction dredge regulations that resulted in an implementable and enforceable permitting program. Building on our work with the California Department of Food and Agriculture on medical cannabis regulations, we offer the full range of services to support local and state governments in developing and implementing regulations for cannabis commerce. Our services related to regulation and policy development include:

  1. Developing regulations, ordinances, and other guidance.
  2. Conducting resource studies and technical analysis related to environmental impacts of the regulations, such as greenhouse gas emissions, water usage, biological resources, and the full range of environmental topics.
  3. Completing all aspects of CEQA documentation for adoption of regulations and ordinances, including Mitigated Negative Declarations, Environmental Impact Reports, public notices, and decision documents.
  4. Implementing effective public outreach programs using multiple modes of communication, such as the Internet, email, direct mail, and news outlets.
  5. Conducting effective stakeholder outreach, including one-on-one and group meeting facilitation.
  6. Leading public workshops and meetings on behalf of our clients, including support for agency decision-maker hearings, and development of agenda packets and presentation materials.
  7. Developing Geographic Information System (GIS) tools to support local regulatory programs.
